This wasn't really an issue with "science funding," which by the way the US does more of by far than any other nation. Not to mention corporate R&D spending in the US at the university level is so far off the charts it's not even worth comparing to other countries.
The issue seems to be multi-faceted. In addition to the government having no cohesive general plan to deal with a pandemic scenario like this, plus the fact we had an absolute retard at the helm in the form of Donal Trump.
There's also no denying the fact that the CDC straight-up botched the initial response (the precautionary principle is truly a plague in science right now). The fact that China withheld mountains of data and then managed to force the WHO (which for some reason still exists) to completely bend over only made matters worse.
