Well, if they are attracted, that presents a whole other problem.
As far as the legal aspect of your original question, the other half would be charged with abetting.
What if their fingerprints are found on a murder weapon? Who gets charged?
The other twin obviously aided and abetted.
What if one twin knocked out the other one during the crime?
What if the crime were the rape and assault of the other twin?
They go on daytime TV or whatever the equivalent of Jerry Springer is nowadays. If there is one. In a way the entire world has become the Jerry Springer show.

What happens if the other twin is yelling, "no, don't do it" and there is witness everywhere, but with his or her hand he or she shoots someone, as the other hand fights the hand with the gun and the person dies. I feel like the location and shared limbs of the twins plays a large role in this. We would have to also address if there is premeditation because then we would have to look at duty to warn etc.
If one of the twins is found to be innocent then they could not be imprisoned as there is nothing in the legal system that allows someone to be punished for a crime committed by someone else.
There may be other options, such as issuing a fine.
Double jeopardy.

If something like this actually happened the innocent twin would be so angry at his sibling that he'd be beside himself.

Aiding and abetting. Or conspiring. Or accessory after the fact. Or accomplice liability. There are many ways to establish their guilt.
But it's a pretty silly question, since your scenario is pretty far fetched.
