If attending a high caliber division 1 program (ACC, Pac12, Big10 etc...) how much scholarship could a female expect if they ran 10:18 for 3200, 4:58 for 1600 and are winning state races in XC running competitive times as a junior?

I know a runner at Stanford who went there on nearly a full ride between financial aid and athletic scholarship. They were a bit quicker (4:47 and 10:05 as a junior) and were All-American at Foot Locker (back when it was better), but Stanford is also the best of the best. I think most top schools would offer at least 50%, except maybe Stanford and NC State (just because all their money is tied up in the class of 2024).
Throwing out times and how much people pay at Stanford or any other highly selective school is pointless because they are all need based. The slowest girl on the team at Stanford may be paying nothing while the fastest girl may be on a 3/4 scholarship and still paying $25k per year.
This is not exactly true about Stanford. One of my female running colleagues is at Stanford on a full ride. Her family is well off financially. She has times of 2:07 800, 4:38 mile, 10:15 3200, and 17:20 5k. I honestly think it depends on how much you can help the team- needs based does filter in to the decision , but not in all cases.

Full ride is definitely possible. There are good coaches and programs in D2 as well. With her times she should go somewhere with her desired major that offers a full ride. From there just pick the best program and/or school (depending on which is more important to her)
