Does muscle get burned off with too much training and does it also slow you down?

Depends on how much muscle we're talking and how far you're trying to race and how fast you're trying to go. 5k seems to be the longest a strong looking person can race top-tier times, some can manage to expand it to the 10k. But half marathon and marathon you're probably going to be hindered by the extra weight.
Agreed with the above poster on that it all depends on what the expectations are.
Can you be relatively built with low body fat and run sub-17 5k? Yes. It's tough but doable with the right diet and training plan. Most of your free time will be spent sleeping, eating, training, or planning for eating or training.
Can you be bodybuilding large and simultaneously great at distance running? Likely no. This guy is ripped, 195 lbs, and has been training like a pro athlete throughout the pandemic. His goal marathon time is sub-3, and he just barely ran a sub-5 mile. He's eating 4,000 calories a day to keep up.

. I think you'd be hard-pressed to find anyone that's significantly faster/stronger/built
Both.
I'm shredded and muscular and I run high volume but I have an extensive history in bodybuilding.
Too much training will year anything down.
This isn't that hard to think about. Try thinking 'balance'.
Ever see a military obstacle course?
