I stand corrected. Minot, ND is about 15 times larger than Penguin. Launceston, a city of 100,000 plus, is about 90 minute drive south of Penguin.
Tasmania probably compares better to Alaska if you want an American equivalent.
Also weather wise maybe comparable to ND April, but December is December and this guy raced and entire European summer. December is his off season like everyone else.
Don’t forget he had to quarantine in a hotel room for 2 weeks when he got home.

Except it is nothing like that at all. World Athletics is divided into 6 area associations (North/Central America, South America, Asia, Europe, Africa, & Oceania) so it makes perfect sense that each association tracks their own records.
So pointing out that this was, in fact, an Area Record would be like pointing out that the fast Alaska person set a state record. Would it be the most impressive state record? Certainly not, but it would be a valid thing to point out nonetheless.
I do see what you are saying with the “non lower 48” thing (basically that the area is small and not that competitive) but it’s just not a valid comparison; there is no athletics association that consists of just AK and HI. If there were, then that too would be a valid record to point out.

Nothing McSewyn did as a junior predicted his meteoric rise to this level. Consistent and not getting injured seems to have worked well for him.
