Well the course has been used for a long long time and also the girl in 2nd (also Kenyan) is a 15:07 track runner and she ran 15:25 on this course.

Someone would have to ask her to write her name in English because i don't trust world athletics to get Japanese athletes names right or Japanese based Kenyans names right (many of them have multiple profiles under differently spelled names) and that's in addition to many competitions that never make it to the WA results page due to the language barrier

The second place girl had some foot problem. So maybe she was not close to 100%?
The previous course record was 15:04 from 2008.
It's a net downhill course, according to Wiki. (The first 2km are downhill and the last 3km are flat.)

In addition, the boys also run the exact same anchor stage for their race, and she would've tied for 7th (47 schools for each gender, one for each prefecture of Japan). The fastest boy tied the stage record from the 90's (13:58). However, most of the top Japanese athletes run the longest stage leadoff (10km for boys and 6km for girls). Foreigners are banned from the leadoff stage.
