Doesn’t effect XC or track. It’s always been like that for them. It should only make a difference with football and basketball where they have to sit for a year
To my knowledge, that is not true. It’s at the digression of the coach from the school they are transferring out of on whether or not they can compete right away. A lot of recent transfers were held out of xc season this past fall because of this rule. Definitely will shake things up a bit this winter.

yeah the rule exists in track as you say, and it is the coach's discretion to grant a release, but generally the coaches will grant it---case in point those Oregon runners a few years ago that transferred to UW following the Powell's departure in the summer following outdoors, and competed that fall in cross...I can't remember too many cases where the coach of the athlete's former school did not grant it...
You could see a whole lot of student/athletes changing schools due to this new rule. It definitely helps the athlete.
