If you really cared about public health and the efficacy of vaccines, you would be asking why there isn't more funding going into development a nasal spray/oral sugar cube version of the vaccine. That is where you will find a big pharma scandal.
As for Fauci's comments, take a step back and realize that most of the experts, including Fauci, thought that an approved vaccine would take at least 18 months. The world record for vaccine approval to date was the vaccine for the mumps. That took four years. Most other vaccines took a decade plus to develop. The COVID 19 vaccines are getting approved in about 10 months. So, if your hot take is that it is taking too long, you are just being an a hole.
Then, the issue of herd immunity and relaxing social distancing and mask wearing is not an on off switch. It is a continuum of risk. The current vaccines are 95% effective (again, the benchmark was just 50%, another stunning achievement of the scientists who the deniers spend all day trashing instead of congratulating). The vaccines probably will not prevent transmission, but that is unknown. The vaccine that goes into your arm does not induce a response in the mouth and nose. So, the virus will be able to survive and replicate in your nasal cavity and be transmitted through droplets. It will not be able to replicate in the rest of your body. That is why you won't get sick or only have a very moderate infection. A sugar cube or nasal spray version of the vaccine would stimulate a response in your upper respiratory system and should prevent transmission. We do not know how much keeping the virus out of your lungs will help reduce transmission. It should help, but it will be months before we know how much.
So, when the vaccine is being rolled out, people who are not vaccinated can still get infected and get sick. And 5% of those who are vaccinated can also get sick. Herd immunity will be achieved when enough people are vaccinated to get the R value under 1. But that does not mean that no one is getting sick. It just means that the virus is no longer able to spread beyond the current number of people who are infected. You need to get to the next level which is getting the level of infection as close to zero as possible. The R value can be under 1, but there still could be over 100k new infections every day with only a small reduction in cases day to day due to people not wearing masks and giving up on social distancing. That is why Fauci says that those measures will still be needed once herd immunity is achieved. The vaccine will put out the forest fire, but it will leave embers. Social distancing and masks will be needed to stamp out all the embers. Once the embers are out, we can go back to normal with good monitoring, testing and tracing to catch and keep local and outbreaks.
