I'm not sure what the IOC/IAAF policies are, but the NCAA allows for transgender athletes to compete outside of their assigned-sex, therefore eliminating actual female-only sports and creating two co-ed divisions labeled Male and Female. The IOC, NCAA and IAAF have the same rules for transgender athletes. There are currently no MTF athletes at the NCAA level so the women's division is hardly co-ed.
What Gabbard did was just a stunt and won't change anything.
