I assume 5K pace? When in doubt, standing/walking 60s rest. It depends what the purpose of the workout is and what you can handle. If you're pretty strong and are using this to practice race rhythm I'd say jog. Most people I'd wager would consider it a hard workout regardless so jogging would probably be antithetical in that case.
If faster than 5K I'd say more rest of course.

I don't know that either is better. My preference is always to jog between repeats, because that's the way I was raised. So pick the workout you're more willing to do.
Depends. The one where you stand around will allow your lactate levels to be higher than the 200 meter jog so it depends on what you are trying to accomplish.
So they are different for what your adaptation goals are. Neither is better.
mile pace, not 5k. For 5k pace, I do 5X1000 or 4X1200

You probably want to take more rest than that. If your goal is to hit the mile pace, the rest should be a slow 400 jog, IMO. 12, seems like a lot, why not 8-10? 200s, a slow 200 meter jog.

I agree, for mile pace be sure to jog in between reps, 400m is good. 12 is the right amount for lactate threshold, but not for mile pace. Basically I agree with everything mask off said.
It is impossible to run 12x400 at mile pace on 60 seconds rest. That will be your 2 mile pace.
I hate these which is the better workout threads. Every workout can serve a great purpose if it’s done at the right time. The only difference is the 1 min standing rest will build up lactic acidosis in your legs and make it tougher

Yeah, I think Roger Bannister only did 10 reps and worked them down to 55, with a 400 jog. I use to do 16-20, 200s, but never liked 400 reps. They were too hard to get another workout in later in the week for me. But I wasn't training for the mile either. Usually did 12-16, 400s later in the week @ 2 -5K pace with a 200 meter jog- in season.
