Superbad definitely had cell phones, the scene where the girls are driving to the party and Michael Cena's cell phone is breaking up.

American Pie did not have cell phones. It would have been filmed/released just before cell phones became a big thing.
1999-2000 is when cell phones started becoming much more prevalent. That was my senior year of high school. When I graduated in May of 2000, there were some kids at school that had cell phones. When I started college in the fall of 2000, most people (not all) had some form of cell phone. These were very old school. Text messages cost money. Snake game. No touch screens. Simple beeping ringtones.
Loved that snake game. How I passed time in high school.
The 2005 movie Brick doesn't have cell phones. The movie uses pay phones are several points throughout the movie. And it qualifies as a high school movie, even though the students are almost never in school.
McFarland USA (2015) did not have cell phones.
Cell phones weren’t that uncommon in 1999. Maybe a little less so for high schoolers, but I had one in high school in 1996. Also had a pager because the battery didn’t last long enough on the cell phone to keep it on all the time.
I was thinking Can’t Hardly Wait, but that was 1998.
McFarland did not have cell phone because it was about a 1987 cross country team (along withe the kids being poor). The 1995 high school movie Clueless prominently featured cell phones, largely to show how spoiled the Beverley Hills kids were, as cell were a more rare privilege at that time.
