People in the US may be dumb enough to let the virus run rampant all the way until the vaccine is available (this is the stated strategy for Fl, TX, GA, etc.). But we have seen time and time again that the promise of some huge number of unrecorded infections is nowhere close to reality. The Swedes believed that they were very close to herd immunity based on these crude estimates and it turned out that seroprevalance studies were spot on. Same is true in the US. As Osterholm would say, there is still plenty of wood to burn in the US.
I don't think a financial incentive to get vaccinated is going to change many minds about the vaccine. In fact, it may actually make people more paranoid about the vaccines. Distrust is already high in African American communities and the anti-vaxxers are pretty much beyond reason.
