For college aged men, I would go with:
Sub 1:57 for the 800
Sub 4:12 for the 1600
Sub 15:30 for the 5K
Sub 31:30 for the 10K
and although you didnt ask, sub 9:15 for the Steeple
make that 15:45
How much recovery time between each one?
Sub 14:30 5000m
Sub 30:00 10000m
Sub 66 half
Sub 2H20 'thon (I know, this is 'soft' compared to the other times, but still difficult to achieve without serious commitment)
800: sub 1:50
1500: sub 3:45

A fast time is one that kinda surprises you when you hear it. That's what i think at least.

These aren't smoking fast but I definitely respect any runner with these credentials.
You have to put it in context. Sub-20:00 for a 5k is fast for a weekend warrior who doesn't train much. But that's not a good time for a college kid with a d1 scholarship. Etc.

Dude, 4:12 kills those other times. 1:57 is more equivalent to a 4:20
And 15:45 is flat out sorry for a college-aged athlete
If you hit the trials automatics you are fast. If you can hit the provisionals you are kind of fast.
I liked what someone else said on another thread, fast is half way between your personal best and the world record.

I tanking the question as if I were to just meet someone and they said they used to run and they had any one of these as a PR.
Not saying that I'd think they were world class, but they were more involved than your joe.
