Yes. You should be able to do absolutely anything as long as you don't initiate force physical against or defraud others. Viruses are part of nature, exposure to which is an inherent risk of life on Earth. They are not analogous to man-made weapons. Those who cannot tolerate the risk of contacting a virus should commit suicide, not use the government to wreck the lives of others.
