One of the first -- and certainly the most well known to distance devotees -- is the Boston University opener annually held the first Saturday in December.

Apparently, all the outdoor pop-up meets we've seen this year have gone well; i.e. they were not COVID-19 super spreader events. Unless there are reports to the contrary, neither were the scheduled European meets.
However, indoor meets -- scheduled or pop-up -- are entirely another matter.
December through March is probably too early to expect mass vaccinations.
Thus, the focus for distance runners of all ages this winter likely will be cross country. Would expect to see more pop-up xc meets between now through March.
