Yes. I'm in San Francisco the main public track (Kezar Stadium) is very crowded a lot of the time. There are are a ton of HS tracks in the greater Bay Area that are open too. A couple of the high schools have locked their facilities and now that kids are back "in school" the HS tracks are largely closed from 8am to 3pm. All in all its easy to find a track here.
Yes, but it's not a standard distance, we'll say 400 metres-ish and is not an oval and has hills in it and floods when it rains but such is life; at least there are no cars on it

Middle school and high school in my small town (~14,000 ppl) have 8 lane, nice rubber tracks. Both open outside of school hours officially but people use the hs one during the day and no one cares. Both surfaced pretty recently, each has its pros and cons

No, I do not have access a public track, but I do access a private track. I technically dont have permission, but I've never heard of a runner being asked to leave. If a hobo or someone walking their dog were to wander in there, I'm sure they would be escorted off promptly
