It's a pandemic and you're trying to find fault with a race versus enjoying what might happen and possibly seeing photos/videos later? You're part of the problem.
The rules are easy to follow. At least 4 finishers and open to two or more clubs. If he cannot do that then he did not set the AR. Even I have done races during this pandemic with more than 30 people and I don't have Nike resources.
