Don't think there is one. Otherwise you'd always do whichever one gets you the lesser penalty.
Just as it's better to get banned for three missed tests (or failed filings) than actually getting caught with dope in your system.
Now kindly take away the gold that he won in Doha last year and give it to the guy who got the bronze.
As well, Naser needs to be suspended and the gold given to Miller-Uibo.

What does being short has anything to do with this ? You're too much influenced by American society where all the fast people usually are either doing football or basketball, sports which almost requires to be somewhat tall (basketball for obvious reasons, and football because it's naturally easier to be heavier when taller).
So you associate fast with being tall.
But in Europe with soccer (proper football) where height isn't a factor for most parts, we know fast people of all heights.
And I'm talking at amateur amateur level.
