It's a really weird distinction to make "north american born." Its even a step weirder sounding than "american born."
This says a lot about so-called "North American" records -
"This includes the best marks set in an event by an athlete who competes for the World Athletics member federations Athletics Canada or USA Track & Field. All bests shown on this list are tracked by statisticians not officially sanctioned by a governing body."
Interesting that we also have an AR which is officially recognized and includes bests from athletes who compete for a member federation of the North America, Central America and Caribbean Athletic Association (A geographical area known as "North America").
I find it odd that they take intermediate times from the road, i.e., Ryan Hall's 30km split in the marathon and not on the track, i.e., Frerich's 2000m split from the her 9:00.85 3000m steeplechase which is listed on IAAF results yet is not noted alongside Garcia 6:14.66.

I think the barrier rules are different in a 2k steeple. They do take split times on the track if the rules are met - do you not remember Kejelcha going for both the indoor 1500m and mile records in the same race?
This is the year he needs to break the 1/2 or full American record. Maybe Nike will set up something for Galen. Obviously he is going to race something. Perhaps running Boston? They talked a lot about Boston in the interview.

Just find it lame that acknowledging a white guy performing well in a sport dominated by Africans gets side-eyed, whereas a black guys performing well in sports/positions dominated by white people (see: Tiger Woods, PK Subban, Freddy Adu, any black QB) get valorized for breaking barriers.
