There won't be many thoughts expressed here, just emotions
Bad. Just like all affirmative action programs. All are unfair to individuals and illegal.
Like many laws it has good intentions but once administrators and lawyers start to pick and pull at it, the whole things becomes a tangled mess.
I don't think anyone would argue that in sports where you have both men's and women's teams, it make sense that there SHOULD be the same level of funding. The problem is that this isn't looked at on a per sport basis, it's just an overall athletic department basis.
With there being no female sport equivalent to football, administrators did not add that many women's sports, they slashed and cut the men. Any idiot would see that is how it was going to work out, but the road to he ll is paved with good intentions.

Add in court decisions. Laws are often so broadly written that the regulations are written by department staff and then court cases set the practical implications. No where in the law itself does it address any of the specific issues that often come up in talking about college athletics.
Also, Title IX is very broad and I think is still the right thing. Congress could amend the law at any time if Congress ever wants to get back to legislating.
