What a mess. Sounds incompetent.
She was clearly brought in to be the fall guy, then paid millions to walk away so they can blame it all on her and move on with what they wanted all along. Very common in the corporate world.

Probably. Glad that William and Mary finally figured out what to do with that million dollars lying around.
Probably not a good idea to plagiarize when you head athletics for an elite institution, even if legal documents always use the same verbiage.
Notice that the cuts were almost all to sports that put you in superb physical condition, so that they could clear more money for football, a sport that leads to chronic traumatic encephalopathy and certainly obesity and type II diabetes, among other problems.
The decision to cut sports came from the President and the Board of Trustees and it was up to the AD to implement what they wanted. They probably weren't happy with how the AD plagiarized and handled the situation.
I am certain this was a "resign or you're fired" situation and the AD is going to get a big severance. So they'll be paying off this AD for a couple years while paying the salary of a new AD. That means LESS money for the athletic department.

If the presideent and board charged the AD with implenting what they wanted, souldn't she have returned to them with a plan for their approval/disapproval before going public and implementing?
Even if she was instructed to balance the budget etc. it seems all cut-backs including program elimination would have been approved by the higher ups behind closed doors. Something seems amiss at the top, as though that is even news.

I know nothing about this situation either, but it is a somewhat common occurrence in the corporate world (particularly at PR firms and ad agencies).
Questions I would have are what was her tenure at W&M and did she have a resume that justified the position?
In the Advertising world, if a new agency president is brought in - and he/she does not have the resume - you know they are being brought in to clean house and they will be resigning shortly thereafter (usually with a golden parachute).
She may have taken the job knowing this was her role to play. To be the "fall guy" as stated above. That would explain the questions by NJ Fan above.
But this is total speculation based on my experiences in the corporate world, so there may be other things at play here.

W & M used to be a great school, it isnt anymore, what a mess and financial waste they created or allowed to happen, by hiring this dopey lady, trying to cut sports, then firing /resigning her and paying her after she 'resigns' . what idiots at W&M are involved in these fairly simple decisions?

Yep. Professional hatchet person brought in to balance the budget and make hard decisions. After completing the task, the CEO (in this case a university president), dismisses that person. The "villain" is now gone, the president has political cover, and a panel will be convened to "right the wrongs". In reality, the panel will find that the institution does not have the finances to reinstate the cut programs or will reinstate a few on the most minimal of shoestring budgets.

I have a decent level of knowledge and some experience in college athletic departments. I have not personally known of this situation to occur; someone brought in to be the hatchet.
However, like you and Portland HJ described, that is a distinct possibility. Thanks for expanding my view. But now I am even more confused about what went on at W & M.

Tried and true method since forever, with the most notable cases during the French Terror and Soviet purges.
The Virginia-Pilot found the dots, but didn't make the connection.

I can not believe that is a coincidence.
Back in 2011 Bernard Muir had lots of comments about how without funding the XC and TF teams he would have more money to make a real D1 experience for the remaining D1 athletes to go along with the Title IX quota reasoning. Its the same playbook over and over, why not plagiarizer the press releases from your old boss.
