I don't think it's as much about overtraining in high school as it is that others that don't train as hard in high school have higher ceilings in college. I would not expect someone who is running the same mileage in college as in high school to do any better in college than they did in high school. On the other hand, I would expect someone who ups the mileage in college to do better in college than high school. That's why the first question college coaches ask recruits is how many miles per week they are running. They know the lower mileage recruit will have a higher ceiling and much more room to grow. I don't think you can call it burnout or overuse. It's more likely that the higher mileage recruit may have already plateaued.
