I’d think so... the track and the extra two miles already puts you around 14:15 in my book. I’d say put in a good training block and give it a shot!

I ran 24:36 in college on a rather hilly course and never ran sub 14. I never ran sub 14:15. I never ran sub 14:25. In my opinion, you're capable of running sub 14, if you can run 4:30's back to back to back. That's that.
You just ran 5:10's for an 8k and were 4:50's through 5k of it. So you fell off 20 seconds per mile after 3 miles; meaning, you were basically all out for 5k of that 8k or the 5k marker was mis-marked. Most sub 14 5k guys on my team were tempoing 8-10 milers at your 8k.
I ran a 23:55 8k cross country and never ran sub 14 on the track, got close though

You didn't comment on your HS times but just about every 14:00 college runner that was a serious runner in HS, ran 9:00 or faster.

yeah it isn't even close. Run 2 mins faster and you can start dreaming of sub 14:00.
