I've done many races where the start temp is 32 F and I was just in t-shirt and shorts so I would say 40s. I did a 5k last year that was 52 F and I was shirtless and probably 5-10 others as well.

I have seen some do it at 50 degrees. Anything lower and you are just asking to get sick
My shirtless running is not based on ambient temperature. It is based on ambient light. Ill only run in public when there is no daylight! You can thank me later.
For me it was a question of age. Once I hit 40 I realized that nobody wanted to see my skinny fat body jiggling as I run. So I keep a shirt on, sometimes wringing the sweat from my shirt a few times on a long run.

So much truth.
It was cool in my teens and 20s to show off. But I caught the fish and we are married so who needs to advertise? lol.
A moisture wicking material is actually more comfortable than shirtless.
I'm 5'6" 180lbs and muscle still jiggles....no one wants to see that.

Nobody cares either way. Well very few people care. I see 200lb people all the time with no shirt running (jogging) in FL. If it was 50 degrees that might be a little weird, but at 70+ it’s no big deal.
When it’s hot and humid, no shirt is way more comfortable than the best wicking tshirt. The only downside is nothing to wipe the sweat from my eyes.

60-65. Sometimes I run indoors at a local Y, and run bare chested
58ish
add a few degrees if breezy/cloudy
have done gloves and no shirt a couple times at 45
Around 40s. 40s in Minnesota is still summer
I run in a long sleeve shirt 100%
I used to only wear a shirt once the temp dipped below 40. I never even considered the wind and the wind chill. I did a race one time and the temp was at 40 and the wind was fierce and the first mile was uphill. I began considering the wind chill after that.
Whatever the temperature is when my nips start chafing
