60-65 F
If racing or doing a workout, I can go as low as 55. Otherwise, 65.
Depends on dewpoint and sun. Full sun, always wear t shirt. If dewpoint is above 70, probably shirtless. Def anything above 75. Regardless of temp/dp, if it’s full sun I wear a shirt.

Now its mid 50's.
Through college if it was over 40 and not rainy I would be shirtless. Something about being younger and growing up in a place with real winters made me tougher I guess. The mild So Cal climate has made me soft.
I have no hard rule, but I probably don’t end up running shirtless if the air temp. is below 70F.
I remember one "warm" morning after a long winter I went on a morning run shirtless, excited for spring. As is common for us split short folks, a driver commented on my lack of clothing. I then noticed I could see my breath and had goose bumps. It may have been the first time I felt sheepish about my running attire.

70-80: Tank or shirtless, depends on sun/humidity
60-70: Tank
50-60: Tank or SS
40-50: SS, maybe LS if it's windy
30-40: LS
10-30: LS and jacket
0-10: Thermal top and jacket

Has to be over 100 for me to take off my shirt and even then it's a maybe.
Two words: skin cancer.
Wear a shirt. And sunscreen. You'll thank me in 30 years.
Dewpoint is by far the most important variable here, not temperature, 65 to 70-ish...towards the top end of the range as it gets deeper into summer and acclimatization kicks in.
I almost never run shirtless as a female. However I have done it a few times and the temp was always at least 75 to 80.
70 but also depends on humidity.
And to all you legit runners out there shirtless when it's cold af, get the f out

Here it gets 100+ in the summers mid day, and rarely much colder than freezing during peak winter (during the day).
Last winter, I would run shirtless on anything that wasn't a recovery run, but I do wear gloves if it gets below 40. I did 10 miles one morning when it was 26 outside and was incredibly stiff the whole way through.
I run I a sports bra if its 40°F or over. I generate a ton of heat when I exercise and feel great in cold weather.
When I was in college, anything over 40 if the sun was out (sun’s out, guns out), but I had the body for it. Now that I’m in my mid 40s I wear a long sleeve white wicking shirt even if it’s ninety (will take it off if I’m on a shady trail). Skin cancer is no joke.
