Mohammed Farah just does not want to race slower than 63 minutes. Since 1972, Olympic gold, 10000m requires sub-1:56 final 800m or have enough speed and stamina for a sub-1:56 final 800m. No extremely fast time at a road race proves said skill.
if he has pacers to 10k then I wouldn't be impressed unless he was under 59:20. No pacers at all and it's unlikely he tries very hard at any point.
If it's well-paced and the course is fast, with good weather, he really needs to be under 59:00 or at least breaking his aided Great North Run PB

But there's no point to him doing that is there? If he sits on Scott or Scullion and pulls away for a 60:xx then it's no better than a hard workout for him. He has to be aiming for something other than a win in a national-level road race.
