A little bit about our school; we are a mid-major division one school in the B1G. I don't push our athletes to do high mileage. The most our guys run here is 10k. Why would you need to run more if you're only racing a 10k, right? Your 6x400 workout is especially impressive. Our very best, from Dathan Ritzenhein to Joe Klecker, could only accomplish 3x400 with a 100 in between. You are truly the best talent in the nation, and I would be honored to extend to you a full ride scholarship. Congratulations! We have found that footlocker champions, NXN all americans and the best international students tend to do poorly here, so we're specifically looking for a MAN of your underdeveloped talent to lead the mere boys here. Congrats on this offer from a respected coach. However, have you considered bypassing the collegiate route and becoming pro straight out of high school? I (used to) run a professional running group, and, awaiting a decision from CAS in October, am planning on rebuilding this team. I’d like to make you the centrepiece of the project. OP, while your improvements are impressive, they are not unheard of and just haven't brought you to a d1 level yet. Unfortunately for a d1 scholarship, you need to be able to contribute points immediately. A coach sees your times and think this guy might keep improving or he might stagnante at 430, which would see 0 return on investment.
While your training works for a beginner, its almost certainly not ideal. I'd read Daniels running formula and look to follow the middle distance plans there. A college coach will modify your training significantly and you'll want to be ready.
You'll be able to walk on somewhere - but it may be d3 given your lack of race results, your training history, and your relative newness to the sport. Contact coaches at schools you are interested in and keep training, based on Daniels work - not track 400s every day. Doing intervals every day will get you injured and see you stagnate time wise. Your initial improvements on a more aerobic training plan will be slower, but your final improvements, at the end of a training season will be greater: faster times. Good Luck.
OP, it is evident that you are the greatest runner we’ve ever seen. I believe that you will receive a $10 million a year contract to run as soon as you go to any agent. Go be a legend.

That is a huge jump for only 4 months of running- I'm very interested to see how much further you will progress as you continue to train. I coach at a D1 school and if you can get in an official result at a school sanctioned event (maybe run unattached if your team isn't completing) at your current fitness level this fall in XC or for indoor/outdoor track this school year then we'd be able to offer you a partial scholarship. Likely to be about 20% of your tuition costs but covers books, meals and some other fees.
We currently have just 2 partials to give out for next academic year so reply back as soon as you can as there are a couple other girls about your speed that we are also planning to offer.
