We've clearly learned how to stage Pro level athletic events in a spectator free environment. I don't think it's crazy to say that in 10 months we will be able to stage a series of these events, even if the population-level outlook for COVID remains unchanged. We have already learned so much about how to host these events that are safe, and possibly more importantly, appear to be safe, at least enough to the level where the public supports them.
Good call and they would also learn from the protocols of the other pro sports. Also, they should just stagger the events across 4-6 weeks instead of 3 weeks to reduce density of the Olympic village and competition venues. The olympic trials of other events can adjust accordingly.
Good. Now just don't test the athletes. No athlete should miss out on the Olympics if they're feeling good because of a positive test.
Let the athletes make they're own choices.
North American pro-sports has shown the bubble method works: bring everyone in 2+ weeks before and keep 'em locked up until the games are over. Very simple and easy. A month is a small ask.
Most athletes are usually already training in Europe or somewhere pre-games (aka away from home) and Japan being a first-world country, and with an extra year, all venues and residencies will be ready (if not already). None of this "Is there running water or bathroom walls lol?" the day before the games.
Great news.
Get all the athletes into Japan many weeks ahead of the games. Quarantine and test. Keep foreign fans away. Very safe.

I had COVID myself and I would still be in favour to allow at least some fans. Its not all that crazy really. We have to find a balance at some point between fear and living our lives. And having lived through it myself I am under not illusion of how dangerous it can be. And we got it very early on when masks and lockdowns were not a thing yet and it was severe.
A huge question is: how will competitors qualify? Even 2020 events were cancelled so you cannot use those as qualifiers.
Spreading out over a longer time period does not seem financially feasible.
No opening/closing would be a bummer. Many Olympians I have spoken with say that they were awesome especially for the Olympians who finish back in the pack of their competitions.
US athletes likely have the USOPC support to go to Japan and quarantine for several weeks. (Many go to a camp nearby to get acclimated to time zone and climate anyway). But poorer countries likely cannot afford to do that. Does the IOC help defer those costs?
With no spectators revenue is gone for the organizers. Who foots that bill? I bet Japanese taxpayers would not be happy with an even greater deficit. This would make Montreal's debt look like my credit card debt.
