It doesn't matter what their priorities are. If you have a distance coach with a pulse you should be able to have a team that's at least 90 seconds faster on average (both genders).
While everyone agrees OU XC is trash, I don't think the soccer team would beat them in a race. It still takes talent AND training to run a 26:40 8k, I'd be surprised if more than 2-4 soccer players on any D1 team could break 30 mins in an 8k without actually switching to XC for a full season
