Spitting is big news in New Zealand. That's because they don't tend to have cops shooting random members of the public.

I'll see if I can get the video but it 100% happened. The store is near a hotel where they're housing homeless at the moment so he may be one of them. The second guy was definitely not homeless and was spewing all sorts of conspiracy theories.
I'll also add that one of my training partners owns a bar in midtown where another hotel is housing the homeless and they vandalized his outdoor seating area. They had bolted down some barrels that held beer to use as tables and some guy came at night and ripped a few out with his bare hands. Must have been on some serious stuff to be able to do that.

It's very easy to BOLT something down in a flimsy, inefficient way. Doesn't matter if you bolt straight down into a concrete foundation, if the bolt's attachment to the barrel is an afterthought. Failure can occur anywhere along the load path, even if one link in the chain is very strong.
But I'm sure your employer thought deeply about structural attachments while bolting down some outdoor beer barrels.
First, the term "offensively" is troublesome. Maybe in NZ it is viewed differently. But that seems highly subjective. (I can see if you intentionally blew a snot rocket on someone or spit on them--those are disgusting).
Second, I actually read the article and the Stage 2 says no spitting when close to other competitors. How close were the competitors when this act took place? Who gets to define "close"? I also cannot believe none of the other 300 runners spit or blew their noses.
Not my employer but yeah the barrels were free. And yeah they could be bolted down poorly but they weren't. I couldn't move them anyway and I'm not a small guy.
