Having said that—no, you cannot call Rupp a sub-3:50 miler.
His SR year NCAA XC, indoor and outdoor campaigns at age 22-23 were seriously impressive though—I would bet on Rupp-version-2009-NCAA-champs over current Ramsden at 5k.
All the Aussie are solid, knocked out in semi-finals after a valiant effort for 3/4 of the race, guys. Just like every generation of Aussie battlers before them, save Elliot and Doubel.

Mo Ahmed ran 12:47, and ran 3:34, before this year it was 3:41 and he ran a decent bit of 1500m's. Ramsden seems like he has more potential at 1500m. I could see him running 3:50 well before 12:59.
Applying the 1.08 conversion factor to a 3:32 1500m yields 3:48.96 for the mile.

Yes of course but if the Saint doth wish for precision he must use Kenny’s actual time of 3:32.35 which then yields a conversion of 3:49.34, and as I said, Kenny could barely break 3:50 for the mile. Even if you want to assert that he could run faster, the point still stands that Galen and many others who could just dip under 13 could not dip under 3:50.
