You can train in them but not run an official track meet in them.
Does this apply to high school
Right now, no. NSAF and your state association would probably make similar rules, given that they usually have stricter rules when it comes to uniforms and jewelry.
If a high schooler wants to wear vaporflies for his dual meet, no one will care. But if someone shows up to a real competition in them, they'd be laughed out of there.

A kid from CT broke 9 in the 3200 in vaporflys, on a 200m flat track. The NCAA 10k champ from 2019 ran in vaporflys. They are fast, even on the track.
This rule will not work well in HS. If enforced, you'd have to DQ a lot of slow JV distance runners still racing in trainers.

Their coaches should make sure they have proper footwear before they let them participate on the team. Same way a coach shouldn't let a kid run a practice in sandals or jeans.
