I've done 3x800 with 800 and 1200 jog rest respectively (so like 4+ and 6+ min rest. Hit 2:00.6, 2:01.9 (out too slow in 61.4, closed it a bit faster) and 1:59.9, when being told to shoot for "about 2:00." Flat 200m indoor track at sea level. It was early in the season before I was racing most weekends. Broke 4 later that season but was probably in 4:02-4:00 shape at the time.
At 5k feet this is a pretty good workout. Doesn't need to be "impressive" to be a good workout. I'd say it's indicative of a roughly 4:00 guy, which is what he is.
