Given the past offenses for dodging tests, I would imagine that their tests avoided were not from april on- ie during the pandemic. I suppose we’ll hear soon.

East Africans continue to destroy the sport. If meet directors and road race directors would just not invite them (or pay them), then the sport could flourish again. You’d see a renaissance in interest from Europe and the USA from both the public (Desi Boston victory) and potential runners (not trying to hit cheater times).

Yes, 2019 makes sense - the last cases (Kipsang, Thomas) took 8 months from the third missed test to the provisional ban.
I'm not a huge fan of whereabouts failures...
