If I had to rank the strongest improvements in the last ca. 3 years among female non-African runners, I'd put it like Schweizer, Houlihan, GDS, Koko, Weightman, Reekie, Purrier, but with the last two we'll have to wait for them to match their strong indoor performances. If one includes African (born), there are of course many more, first maybe Salpeter.
My bad. Still, point is outside of East Africans that hit their peak earlier, 4:03 at 21 is a very strong time. When people throw the doping allegation at GDS they often paint her as a non-talent who came from nowhere and I was pointing out her 1500/indoor mile times at that age are in the same ballpark as others who went onto break 4.
