I’m not sure that Park City or Mammoth Lakes are “underrated”
They’re well known and utilized by elites.
Bend is a great place to run, much better than Portland which is close by.
Underrated hotspot is an oxymoran. There can be no such thing.
I lived in Astoria, OR for a while. While it does not seem like the most appealing place to live at first glance, it's actually a pretty awesome small knit community with great running routes and beautiful scenery. There are miles of dirt/gravel logging trail quite a few different trail heads around, rolling country style roads, flat waterfront paths and tracks that are actually open to the public (seems to be a rarity where I live now). Finding training partners would be challenging, and there are only a handful of local races. I would mostly drive up to Portland if I wanted to get in a competitive race.
For the summer - Bar Harbor, ME
dc has some great running spots of cities ive been in. not at altitude but you can run outside year round pretty easily

great places like C&O canal for soft stuff, huge trail network throughout the city that you can duck in and out of to duck traffic lights, rock creek park

Park City, Mammoth Lakes and Santa Fe are expensive resort town with all their problems. But if you have a couple of millions it will be great.
Bend, OR is not so bad but also quite expensive for what it is.
At the end you will always pay a premium for nice places. There is no secret place anywhere anymore.

The carriage paths there were fantastic. Would make amazing summer training grounds.
Laramie is an underrated place to run seasonally. Gets cold, windy, and snowy for much of the year though. High altitude and good mountain trails within 20 minutes on both sides. Near Fort Collins for races.

Fort Collins is great. Not the snooty Boulder vibe and still has in-town paths and lots of good side roads with bike lanes and sidewalks plus fantastic trails at Lory State Park, Horsetooth Mountain and tons of city natural areas. For winter, Gainesville is awesome. It was a hot spot years ago for good reason with the Florida Track Club legends training there Soft trails, good paved routes and it's a fun town. Summer there is tough.

That reminds me. I’d say Spokane Washington not far from Court d’Alene.
I have not run in CDA but have in Spokane several times and it’s excellent.
Sun Valley, Idaho has some great places too but not in winter.
Boise is excellent also.
Asheville NC. Great hills. Year around trail running and plenty of beer to keep you relaxed.
Charlottesville, VA. Tons of great terrain, year around trails and plenty of things to do.

I think Portland is overrated as a running location for sure. Think Bend really does have some great running options.
