I haven't seen how the situation went down, but it seems like extremely poor parenting to allow a 12 year to play outside with a toy gun that looks way too close to a real gun and apparently others felt the same way and called the police about this.
Letting your kid play outside with a real looking toy gun is nowhere near as incompetent as shooting a kid that you were told has a toy gun.
