Based on the following, what is my potential/How can I improve my training
Background:
I ran XC/Track from High School to College(D3). I graduated last year and decided - after a short break - to continue training. My goals have shifted since college to longer distances - I am interested in PRing in the HM this fall.
HM Goal: 1:09(Really just want to run MT trials pace for the half) - seems out of reach
Here are my PRs atm:

Current Training:

-I ran the 1:14 HM on 8 weeks averaging 50-55 mpw with one workout - usually a longer tempo, strides 2-3 times per week, and only 2 long runs(12mi+) during that period.
-Since the HM I have been trying to build to 70mpw, but my body is getting too fatigued and have been forced to stay around 60mpw.
-I do a basic bodyweight routine and try to include each of the following - core/hips/legs/chest/back - at least 2 times per week.
-Typical pace is 7:30 on relatively hilly terrain - live near mountains
