Very likely. He also spent several years at the elite National French sporting academy in Marseille (but didn't improve), then moved to Italy where he had multiple training facilities, tracks, and coaching at his disposal (including Canova), while spending the winters training in California.
As soon as broke through, the King of Morocco personally bought him a private villa in Casablanca. Aouita was the first Moroccan recipient of the royal finances that were later thrown at El G and his group.
And of course the main thing Aouita had was hgh (probably the first middle-distance runner), blood doping, roids, and perhaps even from 87 and probably no later than 89, the first with EPO. If it wasn't for all of that, likely none of us here would know who he was.
Anyway I don't see the poster's point about claiming that Jakob has an ideal environment. Other than that ideal environment should enable him to continue to progress into his twenties.
