That's what she told Women's Running. She admits its an ambitious goal:
“That sounds crazy. Even if I’m not physically capable of it, I think you have to have that mentality, so I’m not going to apologize for that.”

Shelby Houlihan: I want to break 3:50 for 1500 and 14 flat for 5000

And I hope I find a million dollars on my run later today.

I think both barriers are likely to be broken in the next couple of years, likely the 5000 first, but I would be surprised if it's an American...but it would be cool if it was! You have to dream big otherwise you sell yourself short.

The only current female distance runner capable of those times is Sifan Hassan. -
I'd like to see it, but I think there are others who have a better chance.
Houlihan has run 3:54 & 14:34. She's 27.
Sifan Hassan has run 3:51 & 14:22. She's also 27.
Koko Klosterhalfen has run in the 14:26 - 14:30 range in the 5000 at least four times in competition. She's just 23. She is also on record as targeting a sub-14:00 time. -
Best Wishes to Houlihan: wrote:

Klosterhaln's PRs don't indicate she will ever approach those times. -
Not in the 1500, with her 3:58. But she's only 4 seconds off of Hassan's PR in the 5000....so the gap there isn't huge....

Is she ambitious enough to start doping?
-
When did KoKo say sub-14? IIRC it was 14:20 , which is far more realistic..

I found a penny on my run today -
You're correct; I was wrong. Here's the article I was thinking of:
https://www.european-athletics.org/news/article=klosterhalfen-aim-under-for-5000m/index.html
Still, sub-14:20 would be only a 6 second drop for her. -

Nothing like aiming for a doped goal. -
Good for her. Someone will do it with the new vaporfly spikes.

OMG y'all she is sooo quirky!

Seems a little dated to have a June 30 article based on a mid-April interview. Maybe they waited to run it online until the paper edition of the magazine was out?

She went from 4:03 to 3:55 in her mid twenties. It might be a little late to start doping:)
Seriously I have nothing wrong with articles like this. We are talking some stretch goal that is at the edge of unbelievable from a person close to the top of their field. It is the no chances in hell (i.e. In 4 years I am going to win the olympic marathon) from nobodies (oh by the way my mile PR is 5:20) that get annoying -
Maybe Karissa Schweizer has a chance? Her improvement over the years has been crazy
-
Hold on, no wait! Shelby, STOP. Think about the men! You want to make all those guys who broke 3:50/14:00 feel slow?!
