It does seem like they dropped the ball here. He didn't collapse out at some random part of the course; he collapsed only 1 km from the finish. There were certainly plenty of medical personnel within 1000 meters of him. It should not have taken 10 minutes to get paramedics on scene. No excuse.
Also, taking him to a hospital that doesn't specialize in cardiac arrest was a serious mistake. I can understand if such a hospital was far away but it was only 300 meters away from the hospital that they actually took him to.
I wonder if his signature on the waiver will save the race from a lawsuit.
