The thread should be about 60mpw per week as that amount would get them close to their potential. Using 100mpw brings up a needless discussion about injuries rather than natural ability. There are talented runners that can't stay healthy at 100 mpw.
It's definitely possible to be extremely slow after some years of not doing anything. I was one of the fastest kids in my school, on just 2-3x 1h sports a week during school. Just few years later, doing nothing except play video games, I was already one of the slowest. Few more years later, I was running at 13 min/mile during my start and needed breaks after 1-2 miles. I was still fast over short distances, like I could close each run last 200 in sub 30, or run a quarter in 60, but had absolutely no endurance. The body adapted to my lifestyle - able to get by on very low calories a day, able to survive on only 4-5 hours sleep each night, etc.
After a good amount of training, already ran 16 low now.
You never know if the guy out there jogging 12 min miles after being completely inactive for many years is actually a potential 15 min 5k runner in disguise.
