Who is David? The 400 i ran in high school was freshman year during a dual meet so you don't know what you are talking about. Also high school did zero speed work and ran about 10 to 15 miles a week our couch was a substitute teacher.

I had someone that I thought was slow. They usually just struggling to keep up and probably ran too hard. Eventually they progressed to the point that they didn’t struggle to keep up and the workouts were long enough that they had to slow to more of a threshold pace. They came back faster every time they did a threshold paced run.
Talent could be a high baseline fitness or being a high responder to training. Some people will never train enough to find out that they are talented.

I have been training for over a year, and I still haven't responded

No, it's crap. Someone that could run 47 and 29:05 would run the 800 in 1:45. The times are made up and he doesn't know enough about track to make up believable fake PRs.
