At any sizable race no. You contact the elite coordinator or race director and they give you a registration code so it's free. You still have to do the normal registration forms for race liability reasons.
At your local fun run probably paying the fee.
Everyone pays at the USA Trials. Or someone pays for them.
If you pay an entry fee, you aren't elite.
I manage a few Kenyans. Most races will cover the entry, but there’s a few ‘odd’ races with decent prize money (i.e. $1500-2000 for first) that won’t have any budget for travel, lodging or even pay entries.
If a race has a generous cut off time, I imagine it's a fairly small race, in which case "elite" runners might still have to pay because the race isn't interested in attracting top runners and offering prize money.
Otherwise real elites get comped.

Haha, this is true. The only race longer than a 10K I have ever paid for the OT. Even small halves without an elite field will usually comp you but USATF makes sure they get their $30 admin fee. Makes a lot of sense that they need to nickel and dime the athletes $30 when they are getting national TV broadcast money and roughly the same amount goes to elite support that Max gets in his annual bonuses. This is true of the track & Field US champs.
In 2016 roll recovery offered to pay everyone who qualified for the OT's entry if their sponsor or club wouldn't pay for it.

They should be paying the same entry fee as everybody else whatever the race. A law needs to implemented and enforced. This is like rich elites not paying their taxes like everyone else.
