The record has been around for over 100 years and has been held by some big names in the past, Paavo Nurmi, Emil Zátopek and Ron Clarke for example. It seems to go in and out of popularity, In the 1950s Zátopek broke it twice in 14 days. In the 60s and 70s it was broken three times in each decade. However, since 1976 it has only been broken twice. I imagine event promoters don't like it so it will only happen if an athlete really wants it and can convince his sponsor to cover the costs. Why would an athlete bother when he can get appearance money for just showing up for a big city half marathon.
My take on why Farah is attempting it: With the Olympics postponed and only tentative for 2021 he feels his chances of one last day of glory are diminishing rapidly and the 1 hour record may be his final hurrah.

The half marathon record prior to Vaporflys was 58:21. Now it's 58:01. Not a big jump. The 13.109 equivalent in Geb's 1 hour record is 59:28. There's still a world of difference (and 79 runners) between 58:21 and 59:28. A straight line is fast, yes, but so is a flatter course, and unless we see someone run a half on the equivalent of Dubai (which doesn't exist), the hills actually add something. I'd still jump on a track if I wanted to run quickly for an hour.

I've always wondered what would happen if 1500 meter runners ran another 109 meters after running 3:30-3:35. Could probably manage a 13-14 sec 109m effort, running a 3:43-3:49 Mile Run.
With that said, they are kicking for 1500m, not 1609m, so it really isn't a legit scenario.
Interesting to think about the math though. lol
