If you mean in the body of the race, lean is a function of acceleration and air resistance.

It makes you faster than they runner that leaned less.
In this photo it looks like the winner beat second place by 0.02 seconds with a strong lean.
Their hips are closely aligned but there is clear separation at the torso, where it counts.
It's surely worth a full .01.

Okay, let's do the arithmetic. Suppose a runner's center of mass is moving at 10m/sec at the end of a race. (That's a slow finish for some sprinters but pretty fast for most others.) Then every .1 of a second is 1m, and every .01sec is 10cm.
A really extreme lean *might* gain you 30cm over where your torso would have been otherwise, so at this speed we'd be talking about .03sec.
