The big question will be which country lets you in without quarantine?
Other than that you can run anywhere.
Your biggest problem is trying to figure out which countries are allowing international travel. Hard to predict when they say the US is going to have a second wave in September.
However, if all things were normal I would go with Thailand, Malaysia, Cambodia, Vietnam, and Laos. Very easy to get to all five countries. I would start in Bangkok as they have more international flights than the other countries so your first flight from the US would be cheaper than flying to any of the other countries. I'd hit Bangkok and Krabi in Thailand. Kuala Lumpur (KL) Cameron Highlands, and Penang in Malaysia. Siem Reap and Phnom Penh in Cambodia. Vientiane and Luang Prabang in Laos. Hanoi, Dalat, and Saigon in Vietnam. Granted, that's a lot in just a month so perhaps maybe just do three countries. Thailand and Laos are similar but they are different. Vietnam, Malaysia, and Vietnam are very different from each other.
I would have suggested SE Asia myself but it is a long time ago I traveled around there.

You are correct! SE Asia is not as cheap as it used to be. I lived in the region for 15 years back in the 80's and 90's and still work there a couple of times a year.

I agree with SE Asia. I travel there 5-6 times a year - at least up until Feb. It is still affordable compared with Japan, Korea, and Singapore. Also, don’t forget East Malaysia (Sabah). It’s much less developed and has some amazing biodiversity. Taiwan is another option if it is open.
If the OP doesn’t want to travel as far Costa Rica is a good option. Somehow, they have managed to keep covid under control with only 12 deaths, despite what is going on with much of the rest of Latin America. Beautiful county, a lot of accommodation and running options.
One thing to keep in mind about all of these countries is that they are hot and humid, even in October so that can make running challenging.

In any year other than 2020 cuz of all the COVID-19 restrictions and risks, I would recommend going to Italy and the Dalmatian coast of Croatia. I travelled to these places in October many moons ago and they were heavenly at that time of year.

I have heard that Bukit Jelutong is a very beautiful place, which is why I plan to go there next year when the situation with corona becomes easier and travel becomes more affordable. Sounds like a good place. I've only driven by it. I usually stayed in KL or sometimes PJ.
