Where are you getting that info from? According to the article, asymptomatic and presympomtamic spread are both rare and there is no clear distinction:
"To be sure, asymptomatic and presymptomatic spread of the virus appears to still be happening, Van Kerkhove said but remains rare. That finding has important implications for how to screen for the virus and limit its spread."

The WHO (I think) is citing this paper:
https://pubmed.ncbi.nlm.nih.gov/32271722/as some of their evidence of low pre-symptomatic transmission. The authors of that paper find their 6.4% rate alarming.
I don't think there's nearly enough consensus for the WHO to be making such broad statements, especially seeing how the media picks it up.
Is their data enough to suggest healthy-feeling people should stop being so careful? You decide, I'd say no.
