Yes lowerbody weights are tremendously effective in improving lower back strength.
I do Supermans when I’m doing core. That targets lower back. Good for core strength/form. Not necessarily heavy weight for power lifting or anything.
Most people have sufficient lower back strength.
OP why do you feel that you need yo strengthen it? Which dpecific muscles do you mean?
Are your hips strong, do you have mobility? These might be more important for overall health and fitness.
I find that my lower back tends to get strained quickly when doing for example Supermans or plank exercises...

Proceed with caution and really gradually if your back is weak.
