Trump may be prompted to do it, although it would be PURELY to spite China.
It's an interesting proposition for Britain to consider but the US should not do this.
Remember using extraterritorial passports is what Russia has done with eastern Ukraine and Crimea. Hand out passports and then justify rolling the tanks in to protect "its" citizens.
For Britain to do this is one thing and although it's undoubtably seen as Britain reasserting it's colonial history; immigration rights should be given to anyone born prior to independence in one of its colonies. I doubt Britain is going to use citizenship as justification to involve itself in a war in China.
But the US is larger than China in terms of economic and military strength. Would be seen as modern-day imperialism and much more controversial.

China would move a few of their one billon plus population in Hong Kong and replace them. Pointless move. They would get what they want and without any future problems.

True. There's only 7 million people in Hong Kong anyway and most of them aren't going to move unless things get really bad, so it's not like you would be overwhelmed with too many people
